7月27日，第十四届“清华大学公共管理高层论坛：高质量发展与现代治理体系”在成都开幕，美国密歇根州立大学教授尹润生教授在主题为“城市治理与高质量发展”的分论坛上发言。以下为演讲摘要。

　　Green development has been promoted as part of quality-oriented development in recent years. But inadequate attention has been devoted to how to achieve green development in the processes of both urbanization and suburbanization, driven by substantially increased income and affordability. This presentation attempts to elucidate this question based the international experience and personal observation. It is argued that while demands for basic materials for a good life remain, demands for a much improved living environment and associated cultural, spiritual, regulating, and other goods and services will intensify. How to fulfill these demands in view of the limited supplies of natural resources and environmental carrying capacity is the huge challenge we face. Human ingenuity and market and non-market forces must be mobilized effectively to that end.
