内容简介：
目前，基础设施的发展亟需有效平衡环境、经济和社会需要的治理体系。由于有限的资源和空间，自然环境条件正在不断恶化，但在未来十年，社会对基础设施（如供水和排污系统、能源生产和输送、交通运输等）的需求仍是发展的核心。这一矛盾已经迅速引发了紧张的社会和政治关系。
本次研讨会的目的在于探索和讨论有效的治理体系，提出不同的政策和制度机制来综合管理基础设施建设和发展所带来的环境、经济和社会影响。

The workshop is a response to an urgent call for effective governance systems balancing environmental, economic, and social needs in infrastructure development. Demand for basic infrastructure (e.g., water and sewage, energy production and distribution, transportation) remains at the core of development in the decades ahead, while our natural environmental conditions are deteriorating due to limited resources and space. This leads to increasingly salient social and political tensions.
The objective of this workshop is to explore and discuss effective governance systems with respect to different policy approaches and institutional mechanisms to managing environmental, economic, and social impacts related to infrastructure development and delivery.
