It is time for policy analysts to adopt a new approach. Traditional “static” recommendations are often poorly understood by decision makers and become obsolete as operational conditions change on the ground. Policy analysts should take advantage of the rapid development in computing power and technological infrastructure to create software that integrates new information and that allows decision makers to discover policy options by interacting with the software. Dr. Lim will illustrate this transition using the evolution of his own work. He will particularly demonstrate a software application that he has developed for the US Air Force.
主讲人简介:
Nelson Lim is the executive director of Penn’s Fels Institute of Government. He is also a senior social scientist at RAND and professor of policy analysis at Pardee RAND Graduate School. During the last 15 years he has worked with local and federal government organizations including police and fire departments, the Department of Defense, and the National Security Administration on a wide range of policy issues. He also served as research director for the congressionally mandated Military Leadership Diversity Commission, which conducted a comprehensive assessment of policies that provide opportunities for the promotion and advancement of minority members and women in the Armed Forces. In addition, Dr. Lim is leading the development of the National Survey of Victim Service Organization (NSVSO), a national survey conducted by Bureau of Justice Statistics to systematically collect information from victim service providers. Dr. Lim earned his doctorate in sociology at the University of California, Los Angeles. He is known as a student-centered mentor and career advisor, with research interests in social inequality, race/ethnicity, immigration, diversity management, research methodology, quantitative and qualitative methodology, manpower, and personnel analysis.
