Trends and Strategies of Digital Governance

Abstract
This talk provides insights into the trends and strategies of digital governance. The advancement of mobile technologies, social media, big data, IoT, and cloud-based services has provided exciting opportunities for transforming digital governance. The five major trends include: (1) investment in data and cyberinfrastructure, (2) personalization of government information and service, (3) utilization of information and communication technology (ICT) for innovation, (4) provision of open data and open governance opportunities, and (5) trust-building by ensuring cybersecurity and protecting personal information. In light of the trends identified, public administrators can adopt five strategies to further advance public values: (1) leverage data and cyberinfrastructure as a strategic resource, (2) integrate online platforms and utilize mobile devices to deliver personalized government information and services, (3) invest in ICT-enabled government service innovation and spur innovation-driven economy, (4) utilize open data and open governance to engage citizens in improving public service and better achieving policy objectives, and (5) provide high-level information security and protect personal information to engender trust in government. The presentation will provide examples from the United States and around the world to illustrate these trends and strategies.
