讲座简介:
实现2030年可持续发展议程有赖于所有91个国家能力的显著提高。《2030年议程》的核心是承诺以不让任何一个国家掉队为首要目标。在《议程》中所包含的目标被通过两年多以来,目前我们所面临的是如何解决饱受困苦的国家人们的生活和生计问题。
能力需求存在于各不同部门和领域,例如卫生、教育、水、能源、基础设施、农业可持续发展、城市和安全部门改革,以及一些跨领域方面,尤其是规划、预算、统计和数据、技术合作、协助筹集财政资源、加强伙伴关系及提高多方利益相关者的参与度。
联合国训练研究所 (UNITAR)是致力于搭建多方参与的平台并为从事多边和双边活动的外交和外语人材提供培训,以确保政府、私营部门、民间社会和其他重要人员有知识、技能和资源来实现议程中的共同发展目标。
在中国政府的支持下,在与清华大学全球可持续发展研究院和日内瓦大学的密切合作下,我期待着能够更好的为有需要的国家服务并为中国提供一个培训平台,特别是在目前“一带一路”倡议的背景下,它的规模和辐射力为2030年可持续发展议程提供了大量的发展机会。
主讲人简介:
2015年6月8日,前联合国秘书长潘基文任命尼基尔?塞斯先生为联合国助理秘书长兼联合国训练研究所执行主任。
在担任训研所执行主任之前,尼基尔?塞斯曾任纽约联合国秘书处经济及社会事务部(经社部)可持续发展司司长。在任期间,他还担任“里约+20”秘书处主任与第三届小岛屿发展中国家国际会议秘书处主任,负责带头筹备分别在里约、巴西和萨摩亚举行的相关会议。他还积极参与协调和推进后续行动。
2015年9月,联合国可持续发展峰会通过了2015年后发展议程,塞斯先生所带领的经社部可持续发展司还负责协助该发展议程的政府间谈判。

Lecture Synopsis:
The challenges in implementing the 2030 Agenda can only be met with a significant increase in capacities, particularly in the 91 countries in special situations. At the heart of the 2030 Agenda is the promise to reach the furthest first whilst leaving no one behind. Over two years since the historic adoption of the goals and targets contained in the Agenda, the question is now how to translate these commitments to the lives and livelihoods of people in countries which are most severely
distressed.
Capacity needs exists across various sectoral areas, e.g. health, education, water, energy, infrastructure, sustainable agriculture, cities and security sector reform, and in cross cutting areas especially in planning, budgeting, statistics and data, technology cooperation, assistance in raising financial resources, and in strengthening partnerships and multistakeholder engagement.
The United Nations Institute for Training and Research (UNITAR) is committed to strengthening meaningful platforms for multistakeholder engagement and to delivering training to ensure that Governments, private sector, civil society and other key actors have the knowledge, skills and resources needed to deliver holistically on the integrated nature of the Agenda.
With the partnership and expertise of the Tsinghua University SDG Institute and the University of Geneva, hand-in-hand with the Government of the People’s Republic of China, I look forward to encouraging curricula that serve the needs of countries in special situations as well as provide a training platform for China, particularly in the context of the One Belt One Road Initiative; the size and scope of which presents a multitude of opportunities for sustainable development and progress across the 2030 Agenda.
Speaker Biography:
On 8 June 2015, Mr. Nikhil Seth was appointed by the United Nations Secretary-General Ban Ki-moon as UN Assistant Secretary-General, Executive Director of the United Nations Institute for Training and Research. Before assuming the post of the UNITAR Executive Director, Nikhil Seth was the Director of the Division for Sustainable Development, Department of Economic and Social Affairs (DESA) at the United Nations Secretariat in New York. In this role he served as head of the Rio+20 secretariat and of the secretariat for the Third International Conference on Small Island Developing States, spearheading the preparations for these conferences in Rio, Brazil, and Apia, Samoa. He was also closely engaged in coordinating and advancing their follow-up. Mr. Seth’s Division was also responsible for supporting the intergovernmental negotiations for the post-2015 development agenda, which was adopted at the United Nations Sustainable Development Summit 2015 in September 2015.
