Government Document Archive Center Established in 2005, the Government Document Archive Center is a sub-institute affiliated with the Tsinghua SPMM. As an important foundational discipline support platform for public administration and other related disciplines, the Center collects documents covering government work reports, policy, public publications, national laws, and regulations in electronic form, complete with database system management.
Over the past 10 years, the Center has collected more than 1.6 million policy documents issued by the central and provincial governments of China since 1949,achieving coverage of policy literature in various fields.The Center has developed a multi-application platform,such as a stand-alone version (2006), an online version (2012), and a cloud computing platform version (2018), to realize the functions of incremental collection, automatic entry, integrated management, network retrieval, model analysis, and customization of government document information resources. In 2010, the “Government Document Information System” developed by the Center was recognized by the Ministry of Education for its scientific and technological achievements. The appraisal opinion stated that the Center’s “system as a whole ranks among the best in China and is of both academic and social significance.”
The Center aims to provide Chinese public policy researchers with a wealth of data and evidence on policy changes, provide first-hand information to staff and students to learn and understand public policies and changes, and improve the teaching quality in the public policy discipline and in other management programs. The Center also provides comprehensive data for scientific, systematic, and comprehensive study of the history, evolution and law of policy, and a large number of bibliometric analyses based on policy texts, which in turn provide theoretical guidance on policy formulation and revision for administrative departments. As a foundational subject platform, the system is devoted to serving the general public and provides researchers with services in public policy literature queries, quantitative analysis, and data process visualization.
