Abstract:
The growing stress on social capital requires more attention to the people factor within and outside government and the quality of the HR function in the latter in ensuring a merit based public administration capable of efficient service delivery. Complex challenges in governance are faced in order to make and implement policy decisions, and where relevant with civil society engagement if there is the political will to empower it. Such matters have to be approached strategically and there is need to explore more truly effective strategies in HRD and HRM in this connection by understanding what works, does not and why. These are key to overall PSR, capacity development and innovativeness where public expectations are high but experiences and trust in government often poor.

Speaker’s Biography:
Paul Collins holds a BA from Nottingham University, MA from Essex University and D.Phil. from Sussex University. Following his doctoral thesis on Decentralisation, regional and local development administration in Tanzania, he has over 60 publications and is a Board Member and Project Director of IASIA, Brussels. He takes very much of an integrated approach to professional work-linking his teaching, research and publications to draw on his editorial and consulting accomplishments. Since the mid-1980s he has been associated, as Editor, of Public Administration and Development. He is now Hon. Advisory Editor. From 1981 to 1991 he was on the UN staff in New York (UNDTCD and UNDP) and then in the UK at the Royal Institute of Public Administration where has managed international consulting. He still consults privately.  Most recently he addressed the Malaysia National Integrity Convention and the IASIA Annual Conference at Ramallah, Palestine. He has served at Universities in UK (Bath and Birmingham), Brazil (Sao Paul), USA (Texas and Connecticut, Africa (Tanzania, Nigeria and Ghana) and Asia where he is currently Visiting Professor of Public Policy at Fudan University, Shanghai and Chongqing University. His recent publications cover: China, Policing Reform, Public Pensions Reform, Governance and Poverty, Integrity Management.
