Peter F. Cowhey is the Dean and Qualcomm Professor of Communications and Technology Policy at UC San Diego’s School of International Relations and Pacific Studies. He has served as senior counselor in the Office of the U.S. Trade Representative under President Obama, and chief of the International Bureau of the Federal Communications Commission under President Clinton. He currently sits on the bi-national expert group reporting to the U.S. and Chinese governments to address technology policy issues involving the two countries. Cowhey holds a Ph.D. in political science from the University of California, Berkeley. His last book was Transforming Global Information and Communications Markets: The Political Economy of Change (2009).
