The Center for Internet Governance, Tsinghua University (THUCIG) was established in December 2016. It is a university-level research center under the auspices of Tsinghua University, managed by the School of Public & Management, and collaborates with the School of Economics and Management, the School of Journalism and Communication, the School of Law, and the School of Social Sciences. Since its inception, the THUCIG has been dedicated to creating a knowledge-sharing platform for global academic researchers, policy makers, industry practitioners, and other stakeholders involved in collaborative governance. The mission of the THUCIG is to foster research innovation and facilitate policy practice in the field of Internet governance, both domestically and internationally.
[Advocating Internet of Governance,Enhancing Civilizations Exchange]
The THUCIG serves as a pivotal link between China and the international community, establishing a global academic network dedicated to Internet governance. It actively fosters an academic platform for dialogue and exchange, while respecting the diverse governance models shaped by historical and cultural differences. The THUCIG advocates and promotes international cooperation, proposing the innovative concept of the “Internet of Governance (IoG)”. Focusing on key governance issues in the digital age, the THUCIG aims to develop a comprehensive theoretical framework and institutional design spanning data governance, digital economy governance, and digital civilization governance. Specifically, it examines domestic and international Internet governance policies and trends (digital platforms), ownership models and institutional frameworks for data governance (digital economy), assessment of urban digitalization in the context of the Fourth Industrial Revolution (digital city), and the foundational role of Chinese culture in international cyberspace governance (digital civilization).
The THUCIG has fostered strong and amicable relationships with prestigious international institutions and top-tier universities, including but not limited to the United Nations Conference on Trade and Development (UNCTAD), the United Nations Internet Governance Forum (UN IGF), the United Nations Global Compact (UNGC), the World Economic Forum (WEF), the World Internet Conference (WIC), the Internet Corporation for Assigned Names and Numbers (ICANN), the International Committee of the Red Cross (ICRC), the Asia-Pacific Network Information Center (APNIC), the Internet Society (ISOC), Harvard University, and Stanford University.
[Conducting Policy Research, Serving National Strategy]
In recent years, the THUCIG has undertaken nearly 20 scientific research tasks from the Cyberspace Administration of China, the National Development and Reform Commission, the State Administration of Market Regulation and other relevant ministries and commissions, submitted more than 40 internal reports (many of which were submitted to the Central Internet Information Commission for reference), published 9 monographs and released 9 industry research reports, and published more than 30 academic papers. In addition, the THUCIG actively participates in the formulation and introduction of national policies on data governance, digital economy and other related areas, including the National Development and Reform Commission’s (NDRC) digital transformation policy “Trilogy”: Implementation Plan for Promoting the Actions of “Migrating to Cloud, Using Digital Tools and Enabling Intelligence” and Fostering the Development of New Economy, Initiative on Digital Transformation Partnership Action and Opinions on Supporting the Healthy Development of New Business Forms and Models and Activating Consumer Markets for Expanding Employment, and national documents of Opinions on Establishing a Data Base System to Maximize a Better Role of Data Elements (Twenty Data Measures), Overall Layout Plan for the Construction of a Digital China and Personal Information Protection Law and Data Security Law.
[Training Compound Talents, Constructing Interdisciplinary Disciplines]
The THUCIG places great emphasis on cultivating interdisciplinary talents. Leveraging its expertise in Internet governance research, it nurtures postdoctoral researchers specializing in public policy and the digital economy. With access to top-tier international experts, the THUCIG has developed a comprehensive curriculum, including courses such as New Perspectives on the Digital Economy and Innovative Models of Digital Governance, and have been successfully delivered Teaching courses on Internet governance and development, the Fourth Industrial Revolution, data governance and the digital economy to various ministries and commissions including the Cyberspace Administration of China, the Ministry of Industry and Information Technology and the Ministry of Public Security; to local governments in Tianjin, Wuxi, Tongxiang, Zaozhuang, Yuxi; to educational institutions like our cadre education center, Beijing University of Posts and Telecommunications, China University of Political Science and Law, China Academy of Building Research; and to corporate entities such as State Grid, Lenovo, and Tencent.
Furthermore, the THUCIG actively cultivates a collaborative and interdisciplinary training environment, collaborating with nearly a hundred international experts and scholars. It has organized over a hundred academic seminars and public lectures, promoting cross-disciplinary knowledge integration and breaking down traditional academic boundaries, significantly expanding the research horizons for postdoctoral researchers and core faculty members and enhancing their academic capabilities. Many postdoctoral researchers who have completed their tenure at the center have gone on to assume roles in various ministries, prestigious universities like Peking University, and continue their research and policy work in areas such as Internet governance and platform regulation.
