Founded in 2000, the School of Public Policy and Management of Tsinghua University (Tsinghua SPPM) is dedicated to providing expertise in the field of Chinese public governance and global governance. Through upholding the concept of unity of knowledge and practice, the school has conducted policy research closely in line with the major strategic needs of China, striving to cultivate thinkers and leaders in public affairs who will lead national development and human progress.
Tsinghua SPPM has such programs as the academic masters and doctors, professional masters in English and Chinese including Master of Public Administration (MPA), Master of Public Administration in International Development (MID), International Master of Public Administration (IMPA), and so forth. It has also set up a number of dual degree programs conducted in either English or Chinese with the Université de Genève in Switzerland, the University of Washington in the United States and the City University of Hong Kong, as well as a series of teaching and training programs such as undergraduate minors in administration, leadership training, and so forth. Tsinghua SPPM’s graduates have served in the public sectors at all levels in China and in over 60 national, regional, and international organizations across the world.
In the past two decades, Tsinghua SPPM has shown a good momentum of vigorous development. In the fourth round of national first-class discipline assessment, Tsinghua University’s discipline of Public Administration was awarded A+. Its MPA education was also awarded A+ in the first national professional degree assessment in 2018. Its discipline group of “Public Policy and Management,” which is dominated by PA discipline, was selected as one of the “Double First-Class” disciplines in China. In 2020, our postdoctoral station in Public Administration was rated excellent in the national assessment of postdoctoral stations.
Standing at the new historical starting point, Tsinghua SPPM has set the goal of ranking among the world’s first-class public administration schools by 2030 and ranking among the world’s top public administration schools by 2050.

I. Topnotch Faculty
Requirements:
Scholars with extensive international academic influence recognized by international peers, such as Nobel Prize, Turing Award, Fields Medal and other international awards winners; Academicians of the Academy of Sciences or the Academy of Engineering from developed countries; professors employed by the research universities and with special achievements; Able to work full-time at Tsinghua University.
Remuneration and Benefits:
1. Position: Chair Professor;
2. Remuneration: With reference to the corresponding positions at the equivalent universities in the world, and according to the specific conditions, the selected candidates will be provided with agreed remuneration and welfare benefits to enable them to be devoted to academic studies and research;
3. Start-up funding: Negotiable according to actual needs;
4. Team building: Team building is vigorously supported, with a guaranteed number of doctoral students and postdoctoral enrolled each year;

Requirements:
Generally under the age of 40, with a doctor’s degree, a formal teaching or research position in an overseas college or university, scientific research institution or corporate R&D institution, and over 36 months’ continuous working experience (the requirement of working years may be relaxed if one obtains a doctor’s degree overseas with particularly outstanding performance); achievements in scientific research or technology recognized by peer experts, and with the potential to become an academic leader or outstanding talent in the field. Able to work full-time at Tsinghua University.
Remuneration and Benefits:
1. Positions: Assistant Professor/Non-tenured Associate Professor/Tenured Associate Professor/Tenured Professor;

3. Funding: NSFC provides RMB 1-3 million;

IV. Young Faculty
Requirements:
Under the age of 40, with a doctor’s degree and a formal teaching or research position at a college or university, research institution or R&D institution of an enterprise in China or abroad, and with the potential to become an academic or technical leader in the field. Able to work full-time at Tsinghua University.
Remuneration and Benefits:
1. Positions: Assistant Professor/Non-tenured Associate Professor/Tenured Associate Professor/Tenured Professor;
2. Remuneration: A competitive and mutually agreed salary is offered. Tsinghua SPPM will strive to gain support from the relevant national young talent programs as well as the university’s or the school’s named professorship funds;
3. Start-up funding: A certain amount of start-up funding for scientific research according to actual needs;
4. Doctoral/postdoctoral students: guarantee the number of doctoral students and postdoctoral enrolled each year;

Requirements:

Able to work full-time for postdoctoral research at Tsinghua University.
Remuneration and Benefits:
1. Remuneration: An annual salary of RMB 300,000, plus RMB 123,000 covering social insurance, occupational pension, housing provident fund, and housing allowance;
2. Housing: Assistance will be provided in solving housing problems, with priority in renting temporary house or receiving a rental subsidy of RMB 42,000;

VI. Mingde Young Scholars
Requirements:
Outstanding young scholars under the age of 35, with an excellent academic background, a doctor’s degree obtained (in the past three years) or a PhD graduate in the current year, dedicated to academics, daring to innovate, and having a strong sense of social responsibility and international perspective. Able to work full-time for postdoctoral research at Tsinghua University.
Remuneration and Benefits:
1. Remuneration: A normal remuneration package and an additional allowance of not less than RMB 150,000 per year;
2. Housing: Assistance will be given in solving housing issues, with priority given to the provision of a temporary apartment;
3. Children’s education: Children of pre-school age or age of compulsory education can be arranged to attend kindergartens and schools affiliated to Tsinghua University.
Other Support from the University and Tsinghua SPPM
For the selected young talents, Tsinghua SPPM can grant the named title of “Huayu Associate Professor” or “Huayu Assistant Professor” and provide each with an additional annual subsidy of RMB 200,000 during the term of employment.
The Ye Yeqin Scholars Funding Program provides a one-off support of RMB 200,000 to talents recruited from overseas, or supports domestic scholars to pursue further studies at overseas colleges and universities.
For faculties being selected into the “Zhongying Young Scholars Program”, the University provides the funding of RMB 120,000 per year for three consecutive years.
