The launch ceremony of “2022 Digital Leadership Academy (DLA) Training Programme” was successfully held in Yogyakarta, Indonesia, on 17 May. This international training programme is hosted by the Ministry of Communications and Informatics (MCI) of Indonesia and the School of Public Policy and Management of Tsinghua University (SPPM), and co-organized by the Cadre Education Center of SPPM and the Institute for Sustainable Development Goals of Tsinghua University. Indonesia President Joko Widodo, Tsinghua President Wang Xiqin and Indonesia MCI Minister Johnny Gernard Plate attended and delivered opening speeches via video at the Ceremony.
Opening Speech by Indonesia President Joko Widodo
In his opening speech, President Joko Widodo mentioned that the development of digital connectivity and digital talent has been undertaken by Indonesian government through the Digital Talent Scholarship (DTS) programme and Digital Leadership Academy (DLA) programme. Indonesian government cannot do it alone, support from the entire nation is needed. He addressed that digital transformation is a fast and strategic solution to take Indonesia into the future, one that can connect Indonesia with cutting-edge technologies, a new outlook, a new mindset, new global business opportunities, and a new future towards Onwards Indonesia.
Opening Speech by Tsinghua President Wang Xiqin
On behalf of Tsinghua University, Wang Xiqin congratulated the successful launch of the 2022 DLA training programme. He stated that under the complex and uncertain global context and de-globalization in recent years, China has in-time proposed the Global Security Initiative (GSI), the Global Development Initiative (GDI) through mutual dialogues and cooperation to tackle the peace deficit, bridge the gap between differences, and achieve shared benefits for all countries. During this process, we look forward to seeing international and regional organizations, such as the UN, G20 and ASEAN, playing more important roles in recovering global political and economic orders.
Wang Xiqin stressed that Indonesia serves as a key link in China’s maritime Silk Road, which is the second component of the Belt and Road Initiative (BRI). Indonesian government and Tsinghua University have established a more consolidated partnership since 2016 by capacity building and collaboration, including the establishment of Co-Class training programme, the Master Degree Programme in International Development for Ministry of Communications and Informatics, the Tsinghua Southeast Asia Center, and the DLA Programme. He hoped that the DLA programme will serve as a bridge connecting China and Indonesia for better mutual understanding and cooperation in the future.
Opening Speech by MCI Minister Johnny G. Plate
Johnny G. Plate pointed that the intensification of digital transformation of Indonesia has implications for the increasing need of digital talent. The national digital talent development programme is a big programme that requires cross-institutional collaboration. The MCI has prepared the Digital Talent Scholarship (DTS) and Digital Leadership Academy (DLA) programmes as concrete initiatives to accelerate the development of national digital talent, towards a connected, more digital, more advanced Indonesia.
Indonesian Government and G20 DEWG Delegations
The 2022 DLA Launch Ceremony was held at the time of the “Second G20 Digital Economy Working Group (DEWG) Meeting”. Around 400 representatives from G20 member countries including the US, Australia and the UK etc., and Indonesian government, business and academic circle jointly attended the Ceremony. The Ceremony was held in both online and offline.
In 2022, the DLA programme will provide advanced digital training for 550 public and private sector leaders, in collaboration with 8 world-renowned universities - Tsinghua University, Harvard Kennedy School, Oxford University, National University of Singapore, Massachusetts Institute of Technology, Cambridge University, Imperial College London and Cornell University. Tsinghua University was invited by the MCI to deliver an opening speech for the 2022 DLA Launch Ceremony as the representative among the eight partner universities.
In 2021, the MCI and the SPPM co-hosted the first DLA training programme. The DLA programme has effectively accelerated Indonesia's digital transformation and promoted local policy formulation in digital economy. Nearly twenty digital economy-related policies have been drafted by Indonesian government so far. The DLA programme also won the “First Prize of Tsinghua University Outstanding Continuing Education Programme” in 2021, being the only overseas training programme to win this award.
